An update from the Financial Conduct Authority (FCA) on 29 April reveals another delay in the formal introduction of the Sustainability Disclosure Requirements (SDR) for portfolio managers. Even though an initial delay was announced in February, suggesting that the policy statement would be expected in the second half of 2025, the FCA’s latest statement outlines that more time is needed to carefully consider the potential challenges. While there is broad support for such an extension of the SDR, this is to ensure that portfolio managers are provided with the necessary information to implement the regime effectively and smoothly.

The UK Market is mostly supportive but remains cautious

Overall, some of the larger players in the UK market have responded with cautious optimism. They support the FCA’s careful approach to developing the SDR and appreciate that the Authority is listening to the industry. Clear communication will be key to helping everyone understand the changes ahead. However, there are still practical challenges that need more attention, such as timelines, labelling criteria ,and marketing rules.

At the same time, the postponement of the SDR rules to Model Portfolio Services (MPS) is causing concern among some wealth managers. They worry that the lack of clear rules coulds leave model portfolios in a state of uncertainty, as the FCA now appears to be shifting its focus to a broader review of how firms manage MPS. In particular, they will be looking at how such firms apply the consumer duty to ensure investors get good outcomes.

Anti-greenwashing rules remain in force

Despite this delay, the anti-greenwashing rule which came into force in May 2024 still remains fully applicable for Model Portofolio, and requires them to pay special attention not to use misleading claims about the environmental benefits of financial products. This approach fully supports the FCA’s objective of increasing consumer confidence in sustainability claims and encouraging the flow of capital into genuinely sustainable products, as described in more detail in its final detailed guidance published in April 2024.

Convenient access to UK SDR documents

While it may seem unlikely that portfolio managers will start publishing SDRs for their own products any time soon, the number of officially available SDRs from UK financial market participants is growing all the time.
