On July 5, The European Securities and Markets Authority (ESMA) has published the Final Report on the Guidelines on Enforcement of Sustainability Information (GLESI).
What is GLESI?
GLESI, or Guidelines on Enforcement of Sustainability Information, is a set of guidelines issued by ESMA to ensure consistent supervision of sustainability reporting across EU member states. These guidelines apply to national authorities overseeing sustainability information prepared by issuers listed on an EU regulated market.
The guidelines address the enforcement of sustainability reporting in accordance with the Transparency Directive, Accounting Directive, ESRS, and the Taxonomy Regulation along with the related Disclosures Delegated Act.
The CSRD has broadened the range of businesses required to report on sustainability, and GLESI is part of the framework that ensures consistent supervision of these reports across the EU. This is essential for maintaining the integrity and comparability of sustainability information disclosed by companies.
Member State competent authorities are required to make every effort to comply with the GLESI and must inform ESMA of their compliance status, indicating whether they comply, intend to comply, or do not comply, along with the reasons for non-compliance. ESMA will regularly publish a list of Member State competent authorities on its website, showing their compliance status with the GLESI. This ensures transparency and accountability in the supervision of sustainability reporting across the EU.
Timeline
The GLESI will be translated into all official EU languages and published on ESMA’s website. Once the translations are published, Member State competent authorities will have a two-month period to notify ESMA of their compliance status, indicating whether they comply or intend to comply with the guidelines.
