Following our previous update on the European Banking Authority (EBA) Regulatory Technical Standards process under the new EU AML framework, two key developments have now been confirmed through Anti-Money Laundering Authority (AMLA) press releases, marking a notable step in putting the EU’s Single AML Rulebook into practice.
As of 1 January 2026, the EBA and AMLA have completed the handover of all Anti‑Money Laundering (AML) and Countering the Financing of Terrorism (CFT) mandates and responsibilities. This ends the EBA’s separate AML/CFT role and positions AMLA at the heart of a fully integrated European AML/CFT supervisory system. For regulated entities, all existing EBA AML/CFT guidelines, RTS and supervisory standards continue to apply until AMLA formally updates them, ensuring continuity and legal clarity. Key supervisory tools and expertise, including EuReCa and the EU risk assessment frameworks, have also moved to AMLA.
At the same time, AMLA has announced a data collection exercise to test and improve its EU-wide risk assessment models for the financial sector. This exercise is an early step toward AMLA’s direct supervision and will help identify up to 40 institutions for direct oversight starting in 2028. Scheduled to begin in March, the collection will involve both institutions likely to fall under AMLA’s direct supervision and a representative sample of those remaining under national supervision. Providing accurate and well-organized data will be crucial in helping AMLA maintain consistent EU-wide risk assessments and shape supervisory practices going forward.

These developments signal the EU AML framework’s shift from rule-making to implementation. For regulated institutions, this underscores the need for robust, auditable risk models, consistent data governance and strong AML controls. cleversoft will continue to track updates from the AMLA and regulatory milestones.
